State Budget and Public Accountability in MENA

During the past 10 years, civil society organizations in many developing and transition countries have expanded their capacity to understand, analyze and influence government budgets.  Experience shows that knowledge of budget analysis and advocacy can benefit a wide range of civil society organizations, including think-tanks, grass-roots organizations, women’s and children’s advocacy organizations and academic institutions.  Independent budget focused work has also opened up opportunities for budget transparency, tighter accountability channels, and ultimately more effective and efficient poverty alleviation.  This proposed seminar will provide an opportunity to debate the potential role for civil society budget-focused work in the Middle-East and North-Africa (MENA).  The seminar will introduce international and local examples of budget capacity as a means to stimulate the dialogue on possible appropriate next steps in the region.

The broad aim of the seminar is to stimulate greater engagement of civil society organizations in budget processes in the middle-East and north-Africa by:

 ·                   Exposing participants to leading practitioners and examples of civil society budget work around the world. 

·                     Deepening understanding of budget transparency and participation in the budget process.

·                     Considering the role of parliament and the media in the budget process and opportunities for partnerships between civil society and these actors.   

·                     Building or strengthening relationships between civil society groups in the MENA region interested in applied budget work.

·                    Providing opportunities for participants to think strategically about creating opportunities to stimulate civil society budget work in the region.
