The issue of the relation of religion to politics and security of citizens of different beliefs has jumped to the fore in the wake of the 25th January revolution, and while some incidents of sectarian nature have been recurred before the revolution, however, the brotherhood spirit and the respect of citizens during the days of revolution, has strengthened the conviction that the Egyptian society after the fall of the head of the former regime, won't return to those practices of sectarian nature, yet many fear changes in the hope that this revolution presents a new start on the path to respect of citizenship and freedom of religious beliefs for all Egyptians.
Therefore, PID is organizing the second episode of seminars run by PID in collaboration with the German Conrad Adenauer Foundation on:
"Religion in the Constitution"

Transparency & accountability are considered key issues relevant to foundations of democracy & good governance, which preoccupied the academic community in the recent period. And due to the special role played by the public budget in the distribution of government's resources on development priorities and different sectors of the government, it has become important to discuss the issue of transparency in the public budget in Egypt. The transparency in the public budget issue is not limited to the initial stages of drafting the budget or the legislative frameworks that govern them, but it is related to political actors' practices and stakeholders (citizens) that ensure transparency. In other words, the transparency issue in public budget extends to include various dimensions such as: The relation between the electoral cycle and the public budget, and the extent of responsiveness of public budget to local needs, and effectiveness of parliamentary control on the public budget, and role of political parties in the formulation of the public budget…etc.
It goes without saying that this issue has gained special attention in the current stage of post revolution that took place on 25 January 2011-the stage of building Egypt's institutions that will carry out the tasks of democracy and its inauguration. And that's why PID holds a conference on this subject titled:
"Transparency in the Public Budget allocations in Egypt"
and that will be held on the 14th and 15th May 2011 at Marriott Hotel- Zamalek.

There is no doubt that you understand the importance of the rule of law for the stability of social relations and security rule and promoting development, so the legal rules draw the best method of dealing with people in all areas; and therefore the stability of these rules and the government keenness to enforce them provide a suitable climate for not only the citizens but for everyone who lives on state's land to perform their activities. And in case of developing countries like Egypt, the legal reform is essential to ensure the compatibility of these legal rules with development needs & requirements in economic, social, cultural and political fields and the emphasis on the effectiveness of these rules.

It discusses analytically a number of important issues related to: Legal reform and development, judicial reform and development, fighting corruption, judicial independence and development, legislative reform and reinforcement of good governance, the role of civil society organizations and legal reform. Elite of judges and law professors in Egypt will participate in the conference, including for example: Consultant Taahany Al-Gebally, Consultant Adel Omar Sherif, Dr. Ahmed Darwesh, Dr. Zeyad Baha Al-Din and Dr. Fathy Fekry.
And that will be held on the 2nd and 3rd of May 2011.

The debate has raged since the 25th January revolution around the nature of the best government system in Egypt, many considered the avoidance of concentration of power in the hands of the president -that led in the past to the intrusion of the executive authority and the prevalence of corruption- will be through resorting to a parliamentary system, where the president doesn't exercise except limited authority while the actual president of the executive authority is the president of the government that has a parliamentary majority, while others argued that the transition period that Egypt is going through nowadays requires keeping the presidential system that retains the president's extensive powers which ensures him actual supervision on this period arrangements, and a third party argued that the terms and conditions of a parliamentary system are not available in Egypt at the current stage, such as the presence of powerful political parties, so they prefer a semi-presidential system that will prepare the country later to be transferred to a parliamentary system.

The issue of allocation of state properties, whether desert lands or lands that are affiliated to public sector companies which were privatized and located in a residential area, became a public issue that concerns the public opinion in Egypt in the recent period. And that's because what was uncovered by the judicial investigations from huge corruption tainted converting large tracts of these lands to private ownership at low prices, and manipulation in the law by transferring lands that were earmarked for reclamation to residential resorts which threatens significant resources by the usage of these lands in different purposes other than what they were allocated for and complicates the housing problem in Egypt. As these usages do not contribute in solving the housing problem for those who need decent housing at affordable prices, also this has led to the growth in wealth without any real efforts that lead to a real growth.
PID has started out a research project on this issue months before the 25th January revolution and this project is almost finished, therefore, PID is pleased to invite you to participate in the conference:
"Transparency in allocation of State's properties in Egypt"
It is held to discuss the initial results of this project and a number of specialists in the construction issues and NGOs representatives -who addressed the exposure of corruption that tainted allocation of state's lands in the last period- will participate in this conference.
Sessions of the conference will be held on the 4th and 5th of April, 2011.

There is no doubt that you understand the critical importance of the constitutional issue in Egypt in general and the controversy flared around it between those who wants a new constitution and others who serf to amend the contentious articles frameworks. The constitutional committee that was formed by the Supreme Council of the Armed Forces has ended to amend articles 75, 76, 77, 88, 93, 139, 148, 189 of the constitution.
Opinions have varied around the amendment and it is raised now for public discussion before presenting it to the people in a referendum. Keeping up with this important event and participating in the discussion around the future of situations in Egypt after 25th January revolution, PID is pleased to invite you to participate in the discussion around:

Training Course in Reading & Analyzing of Public Budget
Public Budget as defined by Egyptian Budget law no. 53 in 1973,is the program's financial plan for achieving the goals of economic development plan and in line with the public policy of the state. The most important thing that this definition refers to is that the Egyptian budget is the primary tool by which the state can achieve the developmental goals as targeted by the plan.
The process of Reading and Analyzing the Egyptian Budget is considered one of the important key issues as it is considered a way for identifying government priorities, also an effective tool for evaluating government performance. Given the importance of the issue of reading & analyzing the budget at this level, PID has seen the importance of supporting those who are interested in the budget issue whether parliament members or journalists through this training course. The center hopes that the trainees come out of this course capable and qualified to deal easily with the budget document and read the priorities of public spending and identify the extent of contribution of various budgets in achieving economic and social development goals.
The Course Objectives:
The training course organized by PID seeks to achieve a set of goals as follows:
- Increasing the degree of awareness by the importance of Public Budget.
- Recognizing the different types of budgets.
- Recognizing how to read the Egyptian Public Budget.
- Recognizing mechanisms of analyzing the Egyptian Public Budget.
- Ability to link between analyzing the Egyptian public budget and economic development priorities.
- Recognizing priorities of public spending and public revenues different sources.
- Analyzing the strengths and weaknesses of the financial stream of Egyptian Economy through the analysis of public budget.
This will be held during 15-16 of January 2011.
